Tax and paperwork
The UK edition follows HMRC rules for VAT and the Construction Industry Scheme.
- VAT
- 20% once you are registered; registration is compulsory past £90,000 of taxable turnover in a rolling 12 months.
- CIS
- Roofing is construction work under CIS. A contractor deducts 20%, or 30% if you are not registered, from labour, never from materials at cost.
- Domestic reverse charge
- Billing a VAT-registered builder who is not the end user? You do not charge VAT; the invoice states that the reverse charge applies.
- Building regulations
- Replacing more than a quarter of a roof's covering normally brings in thermal upgrade rules, so the quote has a line for insulation where it is needed.

Do I deduct CIS on materials?
No. The contractor deducts CIS from your labour and from any markup, but not from what the materials cost you or from VAT.
Should scaffold be VAT-able on my invoice?
If you are VAT registered and the scaffold is part of your supply, VAT applies to the whole invoice at 20%, scaffold included.
Does the template work for flat roofs?
Yes. Add a plane with no pitch and price EPDM, GRP or felt by the square metre with its own coverage figure.
